Yes. Both the horizontal and vertical rulers are fully draggable. Click and drag on a ruler to reposition it anywhere on the canvas. The pixel markings update dynamically as you move them.

Click the "Calibrate" button and enter your monitor's actual DPI (dots per inch). The default is 96 DPI, which is standard for most monitors. If you know your screen's true DPI, entering it will allow the ruler to show accurate physical measurements alongside pixel values.
Does this ruler work on high-DPI or Retina displays? +
The ruler measures CSS pixels, which is what web content uses for layout. On high-DPI displays (like Retina), one CSS pixel may correspond to multiple physical pixels. The calibration feature lets you adjust for your actual screen DPI to get physical measurements.
